Kathy Temean has gathered a number of contests on her blog (alas, nothing for picture book writers/illustrators). As with all contests, do check the fine print before you enter.

I do try to find contests for Picture book writers and illustrators. I had a few last year, but you are right there are more for poetry and short-stories and novels. I just put up some tips for winning contests that I found. I also listed another contest. It has a category for Children's Literature. They don't say picture book. They say short story and if you read everything, they talk about listing the age of your target audience, so I think picture books are part of the contest. It just sounds like they do not want the illustrations.
